The place where Council meetings convene, and the Mayor decides a quantity of several aspects for the town. Storybrooke is the Mayor's domain and she has zero dilemma in waving it over the people's heads. Don't bother knocking on her door, because the Mayor would rather incinerate you then deal with your problems. Unfortunately, not everyone in town has received that particular memo.
